I'd suggest you visit Tinus wonderful site at http://www.overblow.com/harmonica/
and use the scale and chord finder to see how the various scales (major, blues,
etc.) in the key you want (in this case, C) onto the harp tuning you want (in
this case, standard richter in Bb).  Bear in mind that the song progression is
going to move through scales in various keys (as you pointed out in your first
post), so there will be different notes you will want to use or avoid in
different parts of the progression.  If you stick to your idea of emulating horn
lines and look at the scales against your harp layout you should be able to do
nearly everything you need!
