It could be that the reedplate is put under stress when the coverplates are
on,
Just enough to bend the reedplate so that the reed hits the edge of the
slot.

I have had this happen to reedplates after I embossed them.
They work fine with the covers off, but buzz when they are on.

Maybe you can check if the reed is centered in the slot or
if there is any kind of bur on the reed or reedslot.
