No. Blues is a style of music. 

Cross harp is a postion on the harmonica that puts the bending capabilities at certain notes and gives you specific note choices. It just so happens that these choices lend themselves quite nicely to blues. 

You can play jazz, country, melodic lines, blues, etc. in cross harp position to obtain the effect you wish with the choices given in this position.
