I'll second the vote for Transcribe! Not only a wonderful tool, but the author is incredibly responsive to questions, feature requests etc. The being tied to a computer issue is valid, but you can get a cheap laptop on ebay for not much more than price of some of the dedicated hardware slowdown tools.
