[Harp-L] New to customizing harps

Let me just say that I'm a newbie harper but I'm completely crazy for them 
(I think about them 24/7!). I've come across the desire to country-tune my B 
harp for 2nd position since I'm incapable of doing overblows yet. My problem 
is I'm still quite unsure on how to raise the 5 draw a semitone properly. 
With what and how do I file the reed? How can I test the note to make sure 
it is perfectly in tune (besides using my ears)? Any tips would be 
appreciated, thank you.
