Garry Primich teaches tongue flutter on his instructional CD.

The examples he gives on his CD are all ending and are multi-hole. If my 
memory serves me right he uses it on the last note of endings. Ta dah de 
dah-dah-dah-dah...

In this particular context, it allows the harp player to participate in the 
noise making (cacophony) associated with many endings.
