Nope. A to low speakers impedance comes in the game, after the tubes are
hot enogh to conduct, but not in the very first moment of switching on.
They don't produce power, if they are still cold.  And then it still
would need a loud tone for running power and drawing current from the
power supply.

When it doesn't help to swap the quick fuse against a slower one, i'd
have a look on the power supply's capacitors.
They fail to work after some years, and if it's a original bassman from
'59 or '60, the ARE gone and should be replaced,
as all electrolytic caps in the amp do.

I did such a cap job some weeks ago (and replaced some blown paper caps,
too) in a "Dynacord Rex" vintage amp
from 1960, and it's one of my favoured harp amps now and works like a
new one. Was a nice piece of work, but really 
worth the time and money.
