Having met a number of living gigging harp players who do this on a
regular basis, I can easily believe they did exactly that back in the
day... especially when the harmonicas were significantly cheaper, even
taking inflation into account.
I've learnt over the years that "human nature" is extremely variable
depending on who you talk to.

I've heard many stories about Rice Miller (SBWII) occasionally doing
some tweaking, usually gapping, and one of the sources of that came
from a legendary bluesman that I had the pleasure to work and tour
with for a while: Jimmy Rogers. Having personally met some of the old
masters myself, many of them didn't do much tweaking if at all, and
definitely weren't gear heads either. You should also bear in mind
that the quality of those older harps were often better than the newer
production stuff for a number of different models.
