I think the key to understanding Mox's post is to realize that he is talking about music being played only in the key of C (note the title of the post and the second line regarding Music in C) on various harmonicas tuned in other keys, and what position on a given harmonica would be required to play music in the key of C. The location of the tonic is for a C in each case. This will indeed result in using a CCW Circle of 4th's... This is a little different from the usual way of considering positions where we would use a CW Circle of 5ths to relate a position to a different music key on the same harmonica. Unless I've got this all screwed up...
