Yeah, but not every movement has a big effect on the sound of the harp,
even if you're Larry Adler.

One of the big problems playing the harp, from a performance point of
view, is the fact that you're holding the thing in front of your face,
so you can't use your face to communicate with the audience about what
you're feeling. You have to use your body somehow to do it.

Hand gestures are easy. They're very dramatic. Also, if you make a
hand gesture in front of the airstream from the harp, even a few inches
away, it will change the sound.

It doesn't change the sound when you wave your hands somewhere not in
the vicinity of the harp, though. At least not so you'd be able to tell
with your back to the performer.
