Music came first (what sounds good, etc).
 
Music Theory came second, trying to explain how come what sounds good sounds good - 
 
Music Critics came third, trying to explain what was in the mind of the creator of the music.
 
A funny evolution, but I can't see it happening any other way.
 
Oh yeah - what sounds good has changed over the years based on what came first, how accustomed our ears became to the sound and how we started to stretch out and keep our ears interested.
 
As you already know, Music Theory is an inexact science and most "rules" are broken in reality.
