Roxio Easy Media Creator's sound editor software (likely among others) has a "Maturizer" effect that allows you to add noise, hum, crackle and/or click to any of your favorite digital sound files.  You can even choose between tape or shellac noise, or 33rpm or 78rpm click... retro bacon sizzle.

Some artists are adding the hiss, crackle and pop to their CD releases to  
give it that vintage sound - Portishead being one of them. Never thought I'd get 
 nostalgic about this sound.
