There's a misunderstanding here.

Jeff is talking about how far you can bend the overblow. It's normally
pitched a semitone above the pitch ofmthe draw reed, which is the reed
that sounds the overblow. Jason likes to raise it one more semitone,
hence the whole step Jeff mentions.

Ron says 1 1/2 steps. he's referring to the interval between the
standard blow note, which is produced by the blow reed, and the
overblow.

But the blow reed does produce the overblow note, the draw reed does.
The main function of the blow reed is to shut up and get out of the way
so that the blow breath can be applied to the draw reed and make it
lift away from the reedplate, thus sounding a higher pitch. 

If you adjust the blow reed to get out of the way in a reliable way,
that helps create a platform for a stable overblow. Then, if you adjust
the draw reed carefully, you can get it to bend up beyond the default
pitch of a semitone above the draw reed pitch.
