This is true. This is not the first steel reed. It is first commercially-manufactured harmonica with steel reeds. It's the first steel reed the average player can have and play. 
There were problems with making that reed on the harmonica's minute scale, especially with milling... that was what had to be overcome. Everything that is done builds upon things that were done before... The invention of the harmonica itself was the adaptation of pitchpipes to a new format.
