Finale can do it fine. The Allegro version is about 180 US dollars.
It has a soft synth and can convert from midi to digital audio.

Sibelius can be used to transpose sheet music and is useful for people
like 
me who struggle with reading because it plays things back.  it's
expensive 
to buy though, the full professional version is over Â500 in english
money 
although you can get a student edition for Â115ish.
