You put a recessed reedplate onto a traditional harp comb and it doesn't really fit, so you get leaks. Traditional, non-recessed harps would have this same problem if it weren't for the little groove that the coverplates fit into. The only way it would work, imo, would be to recreate that coverplate lip groove along the top of the reedplate.

That's exactly where they leak. If you put the plates and covers on a non recessed comb 
they leak like a sieve. The only make contact in the middle and ends. Holes 2 , 3 ,4 , 6, 7, and 8 leak.
Remove a cover and hold it tight against a flat surface and hold it up to a light source. UGH!
They can be filed and sanded flat but then the end tabs are too high. They wont tighten 
down on the reed plates. They are about 2 or 3 MM too high and that's a pain to re-bend
2 or 3 mm. If you do get them tight enough for the tabs to make contact, then the covers buckle
in the middle and then they leak across the entire harp.
