It's a browser applet that you can run online. But it's better to download it and run from your local drive - directions for doing that are toward the bottom of the page. It seems to be extremely accurate and steady, with especially good discrimination for high notes. Made by Andy Robinson who IMHO makes the coolest slow-down / transcription toolset, Transcribe! (no affiliation)

found there are software Tuners for the PC that as good as a physical tuner.

problem, looked up one and it was $340 !!!

are there any you can download free (beyond a few day trial?) something that doesn't just give a "beat" but lets you play into a mic?
