Reaper is actually shareware, not freeware, meaning that if you decide to use it regularly, you're supposed to pay for it.  Reaper is reasonably priced for personal use, a bit more expensive for commercial use.  If you pay the price for the shareware license, lower-end (but very capable) commercial programs like Cakewalk Home Studio start to make sense.

FYI, Computer Music magazine ships every month with a program called EnergyXT, which is a simple but capable program for audio and MIDI recording and mixing.  On the low-cost commercial side, Mixcraft is also worth a look.

One of the nice things about Cakewalk Home Studio is that it has an upgrade path--to Cakewalk SONAR, a pro DAW (digital audio workstation) in every way.

And of course, if you own a Mac, just start using Garageband.  Very capable entry-level program, and there's an upgrade path to Logic when you need more.
