Yes, American. Actually 'Patois' southern American for:  "HAS gone"  
OR "IS gone".  Gone being (in this case): deceased, dead, whacked,  
toast, jojed.

The singer is slurring the H E double hockey sticks out of the tune.  
And it looks like it's done in England. English speakers trying to do  
American usually enunciate very very nicely, but this singer is just  
'slinging it' out there.  (slinging it out there means tossing it out  
there to the audience).
