Article Five of the Bill of Rights (final section - see: "just compensation") should protect those good people from being wiped out, but with THIS Congress I wouldn't be holding my breath. Since the US Army CoE made an arbitrary decision to sacrifice these people's farms and properties in order to save other people's properties, this is exactly the purpose for which the founders crafted this provision in our Constitution.

Hi Betsy:

Jerry is from Eunice and if he's still living there, he's not in the path
of the water from the Morganza spillway and should not be in any danger.
Eunice is north of I-10 and is about 60 miles NNE of the Atchafalaya basin.
The water should fill the basin and the marshes and swamps South East of the
basin and flow toward the Gulf of Mexico sparing both Baton Rouge and New
Orleans... if diverting the water prevents the remaining water from
breeching the levees protecting the cities.
