The reason that the reed has gone flat is probably that it has fatigued and cracked.  You are most likely correct that if you tune it up, it will just go flat again.  It is also likely that it will continue to go flatter.  It would be a mistake to make a special tuning to accommodate its flattened condition.
There are two separate and independent considerations here:
1. The reed is fatigued and needs to be replaced.
2. Choose an alternate tuning only if that is what you wish to play.
