A lot of this is dependent on the skill of the player, but sometimes a bent note will carry with it an intensity or accent that you might want to avoid in a certain melody...other times you might want to play a bent note specifically for that reason. It's more about the right position, or harp, for the job at hand, rather than Chro vs. Diatonic.
